DS, 1813 July 31 : [Washington, D.C.], House of Representatives.

Signed as Speaker of the House, this resolution stating that "the President ... be requested to have collected and presented to this House during the continuance of the present war, evidence of every departure by the enemy from the ordinary modes of conducting war among Civilized Nations." This resolution was the result of an earlier report which charged the British and their Indian allies with nine different areas of departure from the accepted rules of warfare.

Henry Clay Sr. (April 12, 1777 – June 29, 1852) was an American attorney and statesman who represented Kentucky in both the Senate and House.
